    Job Summary: The person in this role will assist in the administration of the procurement process for the District by using available resources to provide the best customer service.

    ESSENTIAL DUTIES AND RESPONSIBILITIES generally include the following:
    • Maintains contact with vendors related to service, supply and equipment availability, purchase orders and contracts.
    • Assists with obtaining studies, comparative prices, and quotations.
    • Keeps informed of sources of supply and new product developments.
    • Keeps informed of current product specifications and comparable alternatives.
    • Prepares requests for competitive offers, which shall include requests for quotations, invitations for bid, requests for proposals.
    • Conducts public bid/proposal openings, competitive offer analysis, product evaluation, and product recommendations of award.
    • Evaluates supplies, equipment, and services utilized by a variety of schools and/or programs.
    • Provides technical advice to staff, schools, departments, and instructional committees on the procurement process.
    • Assists schools and departments with the procurement process and trains or facilitates training for new staff members.
    • Prepares regularly scheduled and/or ad hoc reports on activities, purchases, monies expended or committed, and evaluation of service contracts for specifications met in compliance with contract agreements.
    • Assists in the preparation of the purchasing calendar.
    • Reviews and revises procedures, forms, schedules, routines, and assignments as required.
    • Assists with the maintenance and updates of the active vendor list, vendor W-9s, and vendor contract renewals and expirations.
    • Maintains a high level of ethical behavior and confidentiality.
    • Maintains knowledge of the Arizona State Procurement Code, Uniform System of Financial Records. State, County, and Governing Board regulations and policies related to procurement.
    • Reviews and processes requisitions to ensure compliance with contract pricing, procurement thresholds and district policy.
    • Performs other responsibilities as may be assigned for the purpose of ensuring the efficient and effective function of the department.

    KNOWLEDGE AND SKILLS:
    • Knowledge of applicable Federal, state, county and city statutes, rules, regulations, ordinances and codes and Peoria Unified School District policies and procedures.
    • Knowledge of the principles of basic procurement, quotations, and the formal solicitation process.
    • Skill in reading, interpreting, understanding, and applying relevant Federal, state, county and city statutes, rules, regulations, ordinances and codes and district policies and procedures.
    • Skill in drafting, circulating, evaluating, procuring, and preparing a variety of purchasing-related process and documents.
    • Skill in conducting public bid openings, analysis, and selections.
    • Ability to deal effectively and positively with vendors and district personnel.
    • Skill in establishing and maintaining effective working relations with co-workers, vendors, students, parents, the public and others having business with the school district.
    • Skill in operating a personal computer utilizing a variety of software applications.

    MINIMUM QUALIFICATIONS: A high school diploma or GED AND 3 years verifiable Purchasing Department, school district and computer experience, OR any equivalent combination of experience and education from which comparable knowledge, skills and abilities have been achieved.

    OTHER REQUIREMENTS:
    • Must be able to pass a fingerprint and background clearance check.
    • May be required to possess and maintain a valid Arizona driver’s license.
    • May be required to travel to perform work functions.
    • May be required to work outside normal working hours.
